Frank Carter was born into the Enclave by his mom who worked in the science division and his father who was an SGT in the main force. Growing up, he was taught by his dad to shoot straight and his mom taught him techinal skills. Once he was old just old enough at 18, he enlisted in to be just like his dad before. (OOC: played entirely for Enclave in 1.0 Divide)
