I would tell them off alongside other NCR, telling them the wonders the NCR brings to the wasteland and how they are giving up free water and food simply because they do not want to turn to the NCR for recruitment and citizenship.
* You notice a suspicious looking Private is following the COL very closely. Do you investigate?
I would inform the Police force and let them know I will also watch from afar making sure the private continues to behave, then reporting to whoever necessary that I was watching a suspicious individual.
